this looks like Banjara =Indian gypsy type adornment..
they often have red tassels, silver coloured beads and fibre with tie fastenings. but i don't know very much else..

unfortunately the website i quoted has lots of bracelets from other tribal sources though it had an image of something almost identical labelled "Banjara" when i first found it...
someone will find a good web image soon, i'm sure!
