i think Chinese because the ends are like ?1980s bead caps i've seen before- but these are really handsome and unusual cloisonné beads!
They are attractive but cheaply made. The low grade metal is stamped and the center area is rolled sheet metal with a visible seam. But the enamel is nicely applied to a good design.
They could be from India but I agree: probably new Chinese. I have seen a lot of Chinese and enameled beads before. But I have not seen these; therefore I believe they are very new.
