A great many beads and beady elements, used by the French, were actually made in Czechoslovakia.
So, when you ask "Czech or French," the answer might be "both."
Are you positive these beads are glass? My first impression was that they might be plastic. The "crystal" drops in particular seem plasticy. Just a thought.
Although there are molded glass items that were made in France (at Briare), these are Prosser-style products. Your beads (if they are glass) would be made from the Central European style of molded glass, typical of the Czech Republic industries.
