I agree with your estimate regarding the date.

If the beads on the trim are, in fact, steel (I can't really tell from the photo; they could be steel-colored glass - are they heavy?), chances are they were added later. While there are some purses with mixed steel and glass beads, I don't recall ever having seen one that had all glass on the body and only steel on the tassels. This purse may not have had any trim at all originally. Typically, the beaded trim is made up of the same color scheme as the beads in the body of the purse.
