This sounds like a story I would be inclined to disbelieve. It sounds like the sort of thing that is promoted to make a sale. Or it's just speculation.
On the other hand, I don't know anything about the Kharoshti language (except that Google spells it differently from you). I don't recall that any of my friends who work in this region have ever mentioned it. What I get from a brief Google search is that it was used in India and what's now Pakistan in Gandharan times—which is about 2000 years ago.
So-called "etched" carnelian beads with human representations on them are pretty rare. Over the past ten years or so, those that have surfaced into the marketplace are suspected by some people to be fakes. I don't have a solid opinion about this yet. But I would want to know that the technique is correct (that the design is not just painted on in paint), and that the bead itself appears to be an ancient bead (and not just a reproduction). That would be a start.
