China has some major fluorite deposits. Plus it's a soft stone and easy to work. IIRC, mineral oil (and maybe some other filler) is used fill in the holes and give it a shinier, more polished-looking surface. Also has perfect cleavage, which makes it susceptible to hard knocks, but nobody seems to care.
