Hello Sammi, I would be more inclined to suspect these beads were cranked-out—and the unexpected holes are just burst air bubbles. So, rather than suspecting these might be "early," I suppose they were later, from the time that there was a market for this style of flower beads, and greater numbers of them were commissioned from cottage makers.
