There's a difference in the floral pattern used in the Deco-era enameled silver twisted wire beads and those such as yours. And, as you have observed, the enamel is thicker and more saturated in color. They share the wired links structure that appears in the better cloisonne necklaces from the 1960s-70s, as well as the nicer clasps. But there are comparatively so many of them, and they are all so similar and in comparatively good condition that I have been unable to convince myself that they are anything other than the production of one post-war workshop, presumably for buyers from Hong Kong, just like the other cloisonne necklaces produced in these decades.
