We had 2.5 inches rain where I live in LA county. There has been no rain at all since last spring, then a sudden downpour. When the soil is completely dry much of the water runs off. It can't sink in until the soil opens up. In burn zones the runoff increases and the results can be very bad. I imagine Montecito received more rain than Los Angeles. Terrible situation. Why weren't there evacuations?
