I have the accompanying book, which contains this photo of a cloisonne inro set. The ojime bead appears to be done with a silver backing under the transparent enamel, either as engraved silver or silver foil.

This silver-transparent-enamel technique evidently began in the 1890s, and was popular during the Art Nouveau era.

I wonder if this was designed as a cigarette case?
