Original Message:   19th Century Cloisonne Ojime
Seems to share characteristics with certain 1880s Japanese cloisonne items. The yellow enamel is uncommon. The little starbursty motifs are 5-petalled blossoms on a surround of leaves. The collar of spirals and tiny dots surrounding the hole is typically Japanese. The hole is a brass tube, so it appears this was meant to be an ojime.
