These are Chinese made, fairly recent, and with an artificial patina. I think. I think the dotted beads are made with frit. The eye beads are not, I think, made of three laminated layers. They appear to be made on a green/blue base, white added on the surface, and on there the dark and red stripes (and smaller dots). At least, that is how I would attempt to make these beads.
