It has entirely Japanese characteristics, likely from post-1870 judging from the type of enamels. A nifty and appealing little piece, but unsigned and thus probably not too pricey. The drum design is not common, and may be unique to this piece, however, so a collector might have a valuation different from the prices I've observed on eBay for small c1900s Japanese pieces, which generally seem to go for less than $100. Apparently Japanese cloisonne production before WWI catered to foreign retailers and tourists, with a few select artists producing for international exhibitions.
