Most likely Czech, most likely 1920's. Have not come across this specific monkey before, but very much in line with the examples that Stefany shows.

Also, here are some pieces I think are from a similar period. It is good to now, though, that these molds have been used for quite some time. So a mold made in the 1920's could just as easily be used in the 1990's. Or yesterday.

The off-white glass with the coloring in the crevices of the bead does make me think it was made pre WWII.
