Neither do I understand why you think the treacherous and short-lived "Vichy Regime" (1940-46) had anything to do with Syrian traders exchanging "PF" against "Meyyal". Middle Eastern traders had been operating - with Cairo as their base - since centuries in the Sahara and many were directly engaged in the Trans-Saharan (slave) trade.
